At the local level, various mitigation measures to reduce greenhouse gases are being implemented; however, the impacts of climate change can already be observed both inside and outside of country. If greenhouse gases emission reductions are pursued in the future, it will not be able to avoid the effect of global warming, so it is worried that climate change is affect to the management of local government and its services to the residents in long term.

Therefore, along with “mitigation” approaches, a greater emphasis should be placed on “adaptation” approaches, which considers how to address the effects of climate change. It is necessary that local governments swiftly implement adaptation measures in order to address the issues, such as extreme weather, that directly impact the livelihoods of the citizens.
