京都府
首長からのメッセージ
西脇隆俊 京都府知事
京都議定書誕生の地・京都府では、率先して地球温暖化対策に取り組むため、高い温室効果ガス削減目標を掲げ、企業、団体、大学、府民等様々な主体とのパートナーシップのもと、太陽光発電等の再生可能エネルギーの普及拡大、家庭や事業所における省エネの促進、CO2の吸収源となる森林の整備促進等の様々な取組を推進してきました。
国際社会に目を転じると、環境・経済・社会の諸課題の統合的解決を目指す「SDGs」（持続可能な開発目標）や、「脱炭素社会」の実現を目指す「パリ協定」のもとで、持続可能な経済・社会の実現に向けた取組が加速しています。また、IoT、AI、ロボティクス等の革新的な技術開発やシェアリングエコノミーの拡大等による経済構造の変化も進展しています。
京都府は、こうした時代の潮流をしっかりと見極め、これまで培ってきた多様な主体とのパートナーシップのもとで、引き続き先駆的な地球温暖化対策に率先して取り組んでまいります。
京都府の概要
南北に細長い形の京都府は、北は日本海と福井県、南は大阪府、奈良県、東は三重県、滋賀県、西は兵庫県と接しており、中央に位置する丹波山地を境にして、気候が日本海型と内陸型に分かれます。丹後・中丹地域の海岸線は、変化に富むリアス式海岸で、豊富な景勝地や天然の良港に恵まれています。
京都府は千年以上も日本の中心地として栄え、京都市を中心に至る所で多くの貴重な建造物・文化財等を見ることができます。また、伝統文化だけでなく、伝統的な工芸品も多く、京の伝統野菜等も有名です。
京都府北部では、日本三景の一つとして知られる宮津市の天橋立や、世界ジオパークにも選ばれている山陰海岸国立公園などの景勝地も多数あり、自然が豊かな土地でもあります。
環境面の取り組み
「エネルギー自給・京都」の実現に向けて、再生可能エネルギーの導入促進や電力需要管理を効果的に行えるEMS（エネルギー管理システム）の導入促進、地域特性を踏まえたエネルギーの地産地消に向けた取組等を進めています。
また、「京都版CO2排出量取引制度」を運営し、中小企業等から創出されたクレジットを大規模排出事業者等に購入してもらうことで、CO2排出量の削減を効率的に進める取組も推進しています。
2010年には、世界で地球環境の保全に多大な貢献をなされた方々を顕彰する「KYOTO地球環境の殿堂」を創設し、京都議定書誕生の地として、毎年2月に京都から世界に向けて殿堂入り者の功績を発信しているほか、2017年からは、京都議定書20周年を機に「DO YOU KYOTO?」への答えとして誕生した「WE DO KYOTO!」を旗印に、「脱炭素社会」の実現に向けた啓発活動を進めています。
Associate Partnership is available to non-governmental organizations, universities, state and national government agencies and not-for-profit research institutions. The purpose of Associate Partnership is to facilitate dialogues between local governments and these partners, to provide knowledge transfer in line with ICLEI’s Mission and Charter, and an avenue for which partners can support ICLEI’s work and mandate.
