ICLEI – Local Governments for Sustainability is a global network of more than 2500 local and regional governments committed to sustainable urban development. Active in 125+ countries, we influence sustainability policy and drive local action for low emission, nature-based, equitable, resilient and circular development. Our Members and team of experts work together through peer exchange, partnerships and capacity building to create systemic change for urban sustainability.

About ICLEI Japan

ICLEI Japan was founded in 1993, as one of the country offices of ICLEI – Local Governments for Sustainability, and serves to build and enhance the local governments’ network in Japan. ICLEI Japan supports the member cities to lead local initiatives, to promote global collaboration to achieve regional and global sustainability in partnership with other ICLEI offices and partner organizations.

From 1971, Professor Hamanaka served for the Ministry of Environment, playing an active role in the field of environmental policy, specifically in topics such as air and water quality protection, and contributed to intergovernmental negotiations in areas including the Kyoto Protocol and its implementing rules. From 2001, he served as Vice-Minister for Global Environmental Affairs. He retired from the Ministry in 2004 and, in the same year, began teaching as a professor at Keio University, Faculty of Environment and Information Studies. He has served as the Chair of ICLEI Japan Office since July 2005. He served as the Chair of the Institute of Global Environmental Strategies Board of Directors from April 2007 to June 2017, and serves as Special Research Advisor since July 2017. Professor Hamanaka received a B.A. in Engineering from the University of Tokyo in 1967.

Director: Togo Uchida

Born in UK and grew up in Melbourne and Tokyo, Togo started his career at Japan Bank for International Cooperation (JBIC) working on donor coordination and aid policies. Gradually, his interest shifted to environmental policies and climate change and spent over 8 years in Thailand and Cambodia as Japan International Cooperation Agency (JICA) Project Formulation Adviser on Climate Change and Environment. After serving one year at Institute for Global Environmental Strategies (IGES) as Programme Manager for promoting SDGs at cities in ASEAN countries, Togo have assumed the position as the Director of ICLEI Japan from July 1st, 2018.

Taoyuan

The fifth-largest populated city on the island of Taiwan, Taoyuan is an international transport hub and logistic industry center, home of the 11th busiest airports worldwide by international passenger traffic and the 8th busiest by international freight traffic. Taoyuan hosts over 200 of Taiwan’s top 500 manufacturing companies, outranking all other island’s cities for industrial output.
ICLEI Member since 2011, Taoyuan now serves as the chair for the first international ICLEI EcoLogistics community.
