In 1993, Itabashi City declared the Ecopolis Itabashi Environmental City Declaration with the aim of creating a city where people and the environment coexist in harmony. Through this declaration, the city and its residents expressed their commitment to environmental conservation and to incorporating environmentally conscious practices into their daily lives, both within and beyond the community.
In 1994, Itabashi City opened the Itabashi Botanical Gardens, a facility recreating the tropical rainforests of Southeast Asia. In 1995, the Ecopolis Center was established as a comprehensive public awareness facility for environmental and recycling issues. In 2003, the city implemented the Green Curtain initiative in municipal elementary schools.
In 2022, to advance the realization of a zero-carbon city, Itabashi announced “Zero Carbon Itabashi 2050”, aiming to reduce carbon dioxide emissions to virtually net zero by 2050. The city is promoting a smart city that connects people and greenery to the future, and is working toward the realization of a sustainable society.
Itabashi City is located in the northwestern part of Tokyo’s 23 wards, and is formed by the alluvial lowlands to the north and the Musahino Plateau to the south, with rich nature remaining on the cliff line between the lowlands and the plateau.
The city is blessed with rich nature, including the Arakawa River with its vast riverbed, the Akatsuka Forest, which retains the atmosphere of Musashino, and the Shakujii River with its beautiful rows of cherry blossom trees.
Itabashi is a residential city with a population of about 582,000. The city has one of the highest concentrations of industry in Tokyo, including along the Shingashi River (a tributary of the Arakawa River), as well as commerce centered on neighboring shopping malls and urban agriculture in the Akatsuka area near the Saitama Prefecture border, making it one of the major industrial cities in Tokyo.
In 2025, Itabashi City formulated the “Itabashi City Environmental Master Plan 2035,” which sets out the future vision of “Nurturing greenery and fostering a circular, coexistence, and co-creative society – GO GREEN Itabashi.”
As part of its efforts to realize a zero-carbon city, the city is promoting environmental action at the community level by renewing the Itabashi Eco Point Program, which encourages residents to adopt energy-saving behaviors in their daily lives, and the Itabashi Eco Action Program, which supports environmentally responsible initiatives by businesses. Through these programs, Itabashi aims to further advance local environmental activities and foster a more sustainable community.
The city is also taking action within its own facilities by introducing 100% renewable electricity at public buildings, including the city office headquarters, and promoting the development of ZEB (Net Zero Energy Building) facilities.
Associate Partnership is available to non-governmental organizations, universities, state and national government agencies and not-for-profit research institutions. The purpose of Associate Partnership is to facilitate dialogues between local governments and these partners, to provide knowledge transfer in line with ICLEI’s Mission and Charter, and an avenue for which partners can support ICLEI’s work and mandate.
