Okayama City

Message from the Mayor of Okayama City

Since 2005, Okayama City has been a global pioneer in promoting Education for Sustainable Development (ESD), fostering the next generation of leaders for a sustainable society. The city’s ESD activities, centered on schools and community learning centers, gained international recognition at the UNESCO World Conference on ESD held in Okayama in 2014. Furthermore, following its Zero Carbon City Declaration in February 2021, Okayama City has been advancing collaborative efforts among government, industry, academia, and citizens to achieve net-zero CO₂ emissions by 2050 and realize a decarbonized society.

In 2025, Okayama City hosted the 14th Global RCE Conference, convening RCE stakeholders from around the world to share experiences, review progress, and discuss future pathways for ESD. The conference resulted in the adoption of the Okayama Declaration, a shared commitment to advancing societal transformation through ESD. Building on this milestone, Okayama City will continue to enhance and expand ESD initiatives throughout the region, fostering collaboration and action toward a more sustainable future.

Overview of Okayama City 

Okayama City is located in the southwestern part of the main island of Japan on the Okayama Plain, where the Asahi River and the Yoshii River flow into the Seto Inland Sea. The northern part of the city is covered with mountains leading to the Kibi Plateau. Blessed with a mild climate unique to the Seto Inland Sea coast, the city is relatively unaffected by typhoons and has few disasters because there are no active fault lines below the city. 

In addition to the many historic and cultural assets that have been left behind since the ancient Kibi period, a wide variety of wildlife, including nationally important freshwater fish, live and grow throughout the city. As the central city of the surrounding region, the city has a concentration of high-level urban functions such as commerce, medical care, welfare, and education, and is located at the transport crossroads between the Chugoku and Shikoku regions, making it an attractive place to live.

Environmental Initiatives 

Through the Regional Center of Excellence (RCE) for Education for Sustainable Development (ESD) project, which the city have been working on in cooperation with a variety actors since 2005, the city will enhance the functions of the centre for environmental education and learning, and promote ESD activities on the theme of not only the environment but also global issues related to society, economy, and culture.

In addition, with the aim of creating a sustainable city in harmony with nature as set out in the Second Okayama City Environmental Basic Plan, the city will promote environmentally friendly activities, such as citizen participation in environmental protection, aiming for a decarbonized society through lifestyle change, and the thorough promotion of waste reduction and recycling.
