Message from the Mayor of Yokohama

Since the adoption of the Paris Agreement at the 21st Conference of the Parties to the UNFCCC (COP21), global expectations for cities have continued to grow. In this context, the City of Yokohama is steadily advancing efforts toward achieving carbon neutrality by 2050. At the same time, as one of Japan’s designated SDGs Future Cities, Yokohama is actively working to build a sustainable urban society, including measures to address global warming.

Yokohama has long been engaged in addressing urban challenges through collaboration with other cities and international organizations both in Japan and abroad. Going forward, the city will continue to actively share knowledge with ICLEI member cities, further strengthening cooperation and partnership, and working together toward the realization of a sustainable society.

Overview of the City of Yokohama

The City of Yokohama is a beautiful international port city in Japan’s metropolitan area. In addition to its modern waterfront district, symbolized by the Minato Mirai 21 area, the city features a wide variety of landscapes, including lush green residential neighborhoods and agricultural land in its suburbs, offering a rich and diverse range of attractions.

The turning point in the development of the City of Yokohama was the opening of its port in 1859. Since then, Yokohama has overcome a series of challenges, including the Great Kanto Earthquake, rapid population growth, and environmental pollution, and has grown into Japan’s second-largest city with a population of approximately 3.7 million.

The urban management expertise and technical know-how accumulated through this history now serve as a foundation for the city’s international contributions. In recent years, Yokohama has hosted numerous international conferences, including the Annual Meeting of the Asian Development Bank and the Tokyo International Conference on African Development (TICAD). In addition, the city welcomed approximately 37 million visitors in 2024, demonstrating its strong capacity in tourism and MICE (Meetings, Incentives, Conferences, and Exhibitions).

Environmental Initiatives 

Yokohama has been a pioneer among Japanese cities in implementing climate change measures such as energy conservation, demand-side electricity reduction, and the expansion of renewable energy.

In January 2023, the city revised its “Yokohama City Action Plan for Climate Change Mitigation,” setting a target of a 50% reduction in greenhouse gas emissions by FY2030 (compared to FY2013 levels), and is steadily advancing efforts toward achieving net-zero greenhouse gas emissions by 2050.

To achieve these goals, Yokohama is promoting an “All-Yokohama” approach to climate action, including introducing new technologies in collaboration with the private sector, smart use of renewable energy in cooperation with other local governments, and citizen-driven initiatives. In addition, the Minato Mirai 21 district has been selected as a national “Decarbonization Leading Areas.”

Going forward, together with local stakeholders, the city aims to achieve net-zero carbon emissions from electricity consumption by 2030 and continue building a decarbonization model for large cities.

Circular development

Asian Circular Cities Declaration (ACCD) Kicks Off to Advance Circular Urban Development

Takeharu Yamanaka, Mayor of Yokohama, played a central role in launching the ACCD at the Asia Smart City Conference 2025, emphasizing resource circulation and waste management while drawing on a European model.
Yokohama became the first signatory, initiating a framework to promote circular urban development and regional collaboration across Asia.

Takeharu Yamanaka, Mayor of Yokohama, has been appointed to the Global Executive Committee of ICLEI as Circular Development Portfolio Holder — the first Japanese local leader to join the committee since 2012.
