4th ICLEI Cafe 2025: COP30 Report and Key Takeaways for Local Governments
On December 22, 2025, we held the 4th ICLEI Cafe of the year, a networking and information-sharing event for member local governments. The session was conducted in a hybrid format, with both in-person and online participation, and was attended by representatives from 18 member local governments, totaling more than 30 participants.
The theme of the event was “COP30 — Report Session”. As the only Japanese local government to participate in COP30 held in Belém, Brazil, Toyama City shared local insights from the conference, including presentations by Mayor Hirohisa Fujii and the city’s international cooperation initiatives.
A guest speaker from the Institute for Global Environmental Strategies (IGES) City Taskforce, Ms. Yatsuka Kataoka, shared insights into activities at the Japan Pavilion at the COP30 venue and highlighted key differences from past COPs.
Togo Uchida, Executive Director of ICLEI Japan, also spoke about the LGMA COP30 Joint Position and the seminar space co-organized with UN-Habitat and ICLEI, where local governments presented their initiatives. He further shared firsthand insights from ICLEI staff who participated on-site.
In the second half of the event, upcoming international conferences scheduled for 2026 were introduced, followed by an exchange of views on future ICLEI activities. ICLEI Japan will continue to deepen engagement through ICLEI Cafe and other opportunities to support initiatives that address the needs of its member local governments in 2026.
