Toyama Mayor Speaks at COP30 Japan Pavilion Clean City Partnership Program (C2P2) Seminar (12 November)
As the role of cities becomes increasingly critical in achieving the Paris Agreement’s 1.5°C target, Japan’s Ministry of the Environment (MOEJ) and JICA launched the Clean City Partnership Program (C2P2) in February 2023. The program brings together Japanese local governments, companies, and financial institutions to provide comprehensive support for urban challenges, including climate change, environmental pollution, and the circular economy.
At the seminar held at the COP30 Japan Pavilion, the session opened with remarks by Teruyuki Ito, Director General, Global Environment Department, JICA. He highlighted JICA’s initiatives, noting Yokohama City’s contribution to the development of Bangkok’s master plan and Kitakyushu City’s role in providing a circular economy–based industrial model in Viet Nam.
The seminar then featured keynote presentations by Hirohisa Fujii, Mayor of Toyama City, and Claudio Castro, Mayor of Renca, Chile, who shared case studies from their respective cities. Toyama City and Renca District are advancing cooperation toward a decarbonized society through a city-to-city partnership, with a strong focus on the deployment of renewable energy and environmental education. Renca District is also promoting solar power and nature-based solutions (NbS).
Both local governments emphasized the importance of child-centered education, citizen participation, and public–private collaboration as key elements in building sustainable cities, and shared their models of urban partnership with the international audience at COP30.
