ICLEI Japan’s Engagement in ACCD Activities

ICLEI Japan supports local governments in advancing ACCD by promoting knowledge sharing, facilitating collaboration, and connecting cities with international networks. Through these efforts, ICLEI Japan helps strengthen local actions toward a circular economy and enhances the global visibility of cities’ initiatives.

Purpose of the ACCD

Asia is at the forefront of 21st-century urban development: home to the world’s fastest-growing megacities and the largest share of urban population growth.
Given the growing need to keep the socio-economic impacts of the ongoing climate crisis and global resource consumption within planetary boundaries, accelerating the transition toward circular cities has become both urgent and essential.
We gather here in recognition of the shared realities facing our region—rapid urbanization, resource constraints, mounting waste, and the urgent need to reduce emissions and protect livelihoods. These challenges cross borders and sectors; they demand collaboration, innovation, and sustained political will. Through the ACCD, we aim to collaboration among rapidly growing cities across Asia will be strengthened to support transitions toward circular cities tailored to local context, with the aim of achieving a circular society across the region.

Background to the kick-off of the ACCD

At the opening session of the Asia Smart City Conference (ASCC) on 25–26 November 2025, City of Yokohama initiated an “open call” together with leaders from the Bangkok Metropolitan Administration (Thailand), the Centre for Livable Cities (Singapore), Da Nang City (Viet Nam), and Makassar City (Indonesia) to call on organizations to support local government efforts to realize circular economy.
Following expressions of support from organizations including ICLEI Europe, the Ministry of the Environment of Japan, UNESCAP, UNDP, UN-Habitat, CITYNET, the World Economic Forum, and Circle Economy, ICLEI Japan announced the kick-off of the Asian Circular Cities Declaration (ACCD) at the closing session on 26 November 2025.

Expanding Network

On 15 January 2026, an online seminar was jointly hosted with Circle Economy, a Support Partner, to encourage participation in the ACCD, attracting 75 participants from 27 cities across Southeast Asia.

Inaugural Ceremony for ACCD Founding Cities

On March 25, 2026, we co-hosted the Inaugural Ceremony for ACCD Founding Cities in Bangkok with the Bangkok Metropolitan Administration and the City of Yokohama.

This ceremony was made possible by a donation made through Fuyo General Lease Co., Ltd. under its “Circular Economy Lease (CE Lease)” initiative. The ceremony introduced a total of 21 signatory cities (with a population of approximately 53.27 million), marking a significant milestone in promoting circular economy cooperation across Asia.

Finally, 24 cities became the founding cities, and we are delighted that more than 20 cities across Asia have signed this declaration in just five months. Each declaration is endorsed by mayors and governors, demonstrating the high expectations and commitment of leaders in this region.

Declaration Contents

By signing this declaration, you commit to the following declaration items; however, ACCD is not legally binding but a “common aspirational goal.“
It brings together cities with diverse social and economic contexts, fostering mutual learning and growth while respecting differences and working collectively toward the realization of circular cities.
 
  1. Establishing clear circular economy goals and strategies to provide a common direction for the local circular transition
  2. Raising awareness of circular practices across our administration and amongst local citizens and businesses
  3. Directly engaging local stakeholders from civil society, the private sector, and the research community in the development of circular economy plans and initiatives, striving to make the transition inclusive and helping to nurture circular business models such as the sharing and repairing economy
  4. Embedding circularity principles in urban planning, infrastructure, and asset management procedures
  5. Leveraging public procurement to promote the market for circular products and services
  6. Applying economic incentives and seeking opportunities to use fiscal measures designed to encourage circular economic and social behaviour
  7. Fostering an enabling local regulatory framework that allows and encourages secondary material markets, repair, reuse, and sharing schemes
  8. Collaborating with national governments and institutions in Asia and beyond to establish an appropriate policy and regulatory framework for the circular transition
  9. Monitoring the progress made and the impacts of our circular economy activities
  10. Reporting to ICLEI on progress in achieving the above commitments.

How to sign

Cities willing to participate should submit the declaration with the signature by their city representative (governor, mayor, etc.) via this Google Form.
