The Daring Cities 2025 Report captures how local, regional, and national leaders came together through the Bonn Dialogues and Virtual Forum to bridge policy and implementation, advance initiatives such as CHAMP and Town Hall COPs, and place cities at the heart of climate governance.
From 10 to 21 November 2025, COP30 will take place in Belém, Federative Republic of Brazil. During the conference, the Cities & Regions Hub will serve as a global stage for mayors, regional leaders, and diverse partners to advance ambitious and actionable climate solutions for a sustainable future.

Since 1993, ICLEI Japan has been connecting member local governments in Japan with ICLEI’s international network. Today we have 27 active members who are leading the local government sustainability actions in Japan.
ICLEI – Local Governments for Sustainability (also known as ICLEI) is a global network that works with more than 2,500 local and regional governments, committed to sustainable urban development.
Active in over 125 countries, we influence sustainability policy and drive local action for zero-emission, nature-based, equitable, resilient, and circular development. Our Members and team of experts work together through peer exchange, partnerships, and capacity building to create systemic change for urban sustainability.

Founded in 1993, ICLEI Japan is the country office of ICLEI – Local Governments for Sustainability, dedicated to connecting and empowering local governments across Japan.
We help member cities drive impactful local sustainability initiatives while fostering global collaboration with other ICLEI offices and partner organizations, advancing both regional and international climate and sustainability goals.

Sado City, located on the largest remote island in the Sea of Japan, has been a member of ICLEI Japan since 2022. The city’s SDGs Vision emphasizes preserving its unique natural and cultural heritage—including the Japanese crested ibis and the Sado Gold and Silver Mine—through collaboration with diverse stakeholders. Additionally, Sado City has made a Nature Positive Declaration to strengthen biodiversity conservation and reduce resource impacts. It also showcases its environmental initiatives internationally, including through participation in the Fifteenth meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15 Part 2) held in Canada.
