Hamamatsu City Launches HAMACEP, a New Public–Private Partnership for the Circular Economy
In 2025, Hamamatsu City launched the Hamamatsu Circular Economy Partners (HAMACEP) program to accelerate the transition to a circular economy through public–private collaboration.
The program recognizes, promotes, and supports businesses and organizations engaged in circular economy initiatives, thereby strengthening local action toward sustainable economic development. Through these efforts, the program aims to facilitate a circular economy that maximizes the value of resources and products while minimizing resource consumption and preventing waste.
HAMACEP supports its member businesses and organizations’ initiatives while building a regional framework to promote the circular economy across the community. The program’s main activities include the following:
➡️ Information Sharing and Network Building
- Member initiatives are featured on the Hamamatsu City website and other platforms to raise awareness both locally and beyond the region.
- A dedicated mailing list for members is used to share the latest updates and information from the city.
➡️ Public Relations and Awareness-Raising
- Members receive promotional and awareness materials (such as posters, stickers, and POP displays), which can be displayed at offices and storefronts to promote circular economy initiatives and highlight their importance.
➡️ Opportunities for Business Exchange and Learning
- Events such as seminars, lectures, and networking meetings are organized to encourage collaboration among businesses and provide opportunities for knowledge sharing and peer learning.
Recently, the following events were held:
📑 Kickoff Event (November 6, 2025)
To mark the launch of the Hamamatsu Circular Economy Partners (HAMACEP), an event was held to deepen understanding of the circular economy and encourage broader engagement in related initiatives. A total of 101 participants attended the event, which featured a keynote address by the Ministry of the Environment, Japan, as well as presentations on practical initiatives delivered by private-sector companies.
♻ “What Happens to Collected Food Trays?” Event (November 16, 2025)
This event, jointly organized by Entetsu Store, FP Corporation, and Hamamatsu City, offered citizens and local businesses an interactive learning experience on the recycling process for food trays. Through VR factory tours, waste separation games, and hands-on activities, participants deepened their understanding of resource circulation and waste reduction.
