Daring Cities 2025 は、イクレイとドイツ・ボン市が共催する一連のイベントで、オンラインのウェビナーシリーズと6月にボン市で対面開催されるボン・ダイアログで構成されています。都市が気候変動枠組条約第30回締約国会議（COP30）に向けた道筋を描く中、「Daring Cities 2025」は気候緊急事態と闘う都市の取り組みを世界的な気候変動交渉と効果的に結びつけるよう努め、CHAMPイニシアティブ（※¹）の実施を含む効果的なマルチレベル・ガバナンスの必要性を強調します。
2020年から毎年開催されているDaring Citiesは今年で6回目を迎えます。今年のテーマは「マルチレベルの行動による、より強力な国家気候計画」です。自治体は、気候緊急事態の影響を感じているだけでなく、気候変動と闘うための解決策を見出す最前線にいます。国家政府は、こうした大胆な自治体（Daring Cities）と積極的に連携することで、パリ協定の下での取り組みを強化することができます。日本を含む70か国以上がすでにCHAMPイニシアティブに署名し、共同行動への第一歩を踏み出しています。
Daring Cities 2025は以下を目的としています。
※¹ CHAMP（Coalition for High Ambition Multilevel Partnership）： NDC（国が決定する貢献）やNAP（国家適応計画）等の計画や実施において、地方政府との連携強化を宣言した政府のコミットメント。日本を含む70か国以上が署名
Daring Cities 2025の枠組みは、「Reflect（反映）」「Exchange（交流）」「Advocate（提唱）」の3つの柱に基づいており、この3つの柱を中心にプログラムを構成しています。
Reflectは、前回のDaring Citiesと今年のDaring Citiesをつなぐ過渡期を意味します。特に、気候変動枠組条約第29回締約国会議（COP29）の成果をどのように今年の「Daring Cities」につなげ、スムーズな移行を図るかに焦点を当てた2つのウェビナーを開催する予定です。
本ウェビナーでは、COP29の成果について、Daring Citiesコミュニティ、特にリーダーたちに最新情報を提供しました。また、COP29に参加した自治体のリーダーから直接話を聞き、2025年に向けての重要なポイントと優先行動を共有しました。自治体は、COP29の成果がどのように地域社会の気候変動対策を前進させるのか、あるいは行動するために何ができるのかを理解することが、今、これまで以上に重要になっています。
この第2回ウェビナーでは、COP30に向けた「タウンホールCOP」やボン市での国連気候変動枠組条約（UNFCCC）交渉の進捗状況、2025年6月16～18日に開催される「ボン・ダイアログ」の議題など、マルチレベル行動と持続可能な都市化に関するCOP28とCOP29の成果の実施について対話を続けます。
ボン・ダイアログは、毎年恒例の国連気候変動ボン会議に併せて開催されます。今年のボン・ダイアログは、都市気候分野の主要な関係者が国連コミュニティとハイレベルな議論を行うために招集される対面参加型のイベントであり、 CHAMP賛同者との第2回ダイアログやテーマ別ラウンドテーブル会議も含まれます。
6月18日には、マルチレベル・アクションのためのハイレベル対話、国別ディープダイブ、ラウンドテーブル・ディスカッション等の開催を企画しています。また、北九州市の武内和久市長が現地に参加し、ハイレベル・セッションでスピーチを行います。（43:35～）

7月から10月にかけて、Daring Cities バーチャル・フォーラムは、気候非常事態に取り組むための課題と機会を探るため、実際の都市の事例を紹介する解決策志向の無料オンライン・イベント、体験型ワークショップ、技術トレーニングを提供しています。

📆2025年10月-11月：ブラジルのベレンで11月10日～21日に開催されるCOP30に向け、10月のアーバン・オクトーバーを通じて「Daring Cities 2025」のメッセージングを提唱します。
