2025年11月10日から11月21日まで、気候変動枠組条約第30回締約国会議（COP30）がブラジル連邦共和国のベレンで開催されます。
COP30議長国ブラジルは、今回の会議を「実施のCOP（Implementation COP）」と位置づけ、気候変動対策の野心を具体的な行動へと変えることの重要性を強調しています。
イクレイが窓口（フォーカルポイント）を務める地方自治体（LGMA）にとって、この位置づけは、これまで一貫して強調してきた「気候変動対策の実施は地域から始まる」という信念を改めて裏付けるものです。
議長国ブラジルは、キーワード「 ムティロン（mutirão）」（ポルトガル語で「集団的な努力」の意味）を掲げ、気候目標の達成に向けた社会全体の協働的な取り組みの必要性を提唱しています。この考え方は、分野やセクターを超えた連携とパートナーシップの力を示しています。
パリ協定、グラスゴー合意、そしてCOP28で採択されたUAEコンセンサスに至るまで、国際的な気候変動の枠組みは、地方自治体の果たす重要な役割を着実に認識してきました。
COP30は、この認識を制度化し、地方自治体が実施を主導できる体制を整えることが求められています。
COP30において、LGMAは、地方自治体を気候変動対策の実施の中心的担い手として強化することを求めています。LGMAの共同ポジションでは、以下の5つのポイントが示されています。
1️⃣多層的及び都市化に関するUNFCCCの作業計画の策定に向けて取り組むこと
2️⃣地域ニーズを反映した適応指標の整備
3️⃣公正な移行（Just Transition）における地方自治体の役割の認識
4️⃣地方自治体による気候資金への直接アクセス
5️⃣多層的気候ガバナンスと国連改革（UN80）との連携
LGMAは、交渉段階から具体的な行動への転換を促し、地方自治体による効果的な気候行動を国際的な気候変動の枠組みに制度的に組み込むよう求めています。
ブラジル・ベレンで開催されるCOP30は、まさに多層的ガバナンスを通じて地方自治体が主導する気候変動対策を前進させる機会となります。
COP30の会場内には、国連ハビタット（国連人間居住計画）とイクレイが共同で企画・運営し、ブラジル都市省（Ministry of Cities）が主催するセミナー・スペース「都市と地域ハブ（Cities & Regions Hub）」が設けられます。都市と地域ハブは、COP30期間中のLGMAの公式拠点として、世界中の市長や地域リーダー、多様なパートナーが集い、気候変動への野心的な行動を推進するための国際的な舞台を提供します。
2週間にわたり、ハブではセミナーやハイレベル対話、ワークショップ、インタラクティブ展示、ネットワーキング等が行われ、国際交渉の現場と世界各地の都市・地域の現実をつなぐ架け橋となります。
ハブにおいては、相互に関連する4つのテーマを取り上げます：
🟢野心的な気候行動のための多層的協働の強化（CHAMPおよびTown Hall COPを含む）
🟢持続可能でレジリエントな都市を加速させるための資金動員
🟢生物多様性の活用（特にアマゾン地域に焦点を当てた気候変動対策や自然を基盤とした解決策の推進）
🟢都市の取り組みを通じた適応とレジリエンスの促進
Local Leaders Forum📅2025年11月3〜5日 |
市長、知事、地方自治体リーダーが集まり、連邦・州・自治体間の協働が包括的で実効的なNDCsにどのように活かされるかを議論する場です。LGMAは、ブラジルの気候外交における多層的協力の重要性を示す場として、これを積極的に支援しています。 期間中は、地域気候行動サミット（Local Climate Action Summit）、アメリカ・イズ・オール・イン・シンポジウム、C40世界市長サミット（C40 World Mayors Summit）などのイベントが開催されます。 |
Heads of State Summit📅2025年11月6〜7日 |
COP30開会前に開催されるこの首脳級のサミットは、公式交渉前の政治的調整と戦略的議論の場を提供します。 ブラジルは、このサミットを通じて実施、多層的ガバナンス（multilevel governance）、そして国際協力を強調します。特にアマゾン地域の文脈での気候行動に焦点を当てます。 さらに、リオで開催されるLocal Leaders Forumの成果が直接反映され、地方自治体の優先課題を国家の公約と結びつけ、「実施に重点を置くCOP」の方向性を示します。 |

COP30の正式な交渉プロセスにおいて、LGMAは以下を強く求めています：
🟡地方自治体による気候資金への直接アクセス（ロス＆ダメージに関する専用メカニズムの創設を含む）
🟡年間1.3兆ドルの資金目標を都市や自然を基盤とした優先事項に沿って実行
🟡緩和・適応・公正な移行など主要テーマにおける多層的ガバナンスの統合
LGMAは、食料システム、健康、自然、インフォーマル経済、建築物の移行といった分野において、野心的な取り組みを支持・推進することで、COP30行動アジェンダの実施に貢献しています。また、過去のCOPから引き継いだイニシアティブを繋ぎ合わせ、実施へと導く道筋を形作っています。
さらに、COP30議長国による革新的ガバナンス・メカニズム、気候リーダーシップ・サークル（Climate Leadership Circles）、グローバル・エシカル・ストックテイク（Global Ethical Stocktaking）、地域・テーマ別特使（Regional and Thematic Envoys）を支持し、これらを通じて、多層的な協力の考え方がプロセスと成果の両面に確実に組み込まれるようしています。
COP30およびそれ以降に向けたLGMAのビジョンは、国及び地方自治体が協働する多層的気候ガバナンスの新時代を呼びかけるものであり、これを世界的な気候行動の中核に据えることを目指しています。
