ラムサール条約
ラムサール条約（正式名称「特に水鳥の生息地として国際的に重要な湿地に関する条約」）は、1971年にイランのラムサール市における国際会議で採択された、湿地に関する条約です。
国連条約ではありませんが、2025年1月現在、国連加盟国の約90％にあたる172カ国が締約国となっています。日本は、1980年にこの条約に加入しています。最新の条約湿地数、面積、締約国数はこちら。
都市における湿地の価値と役割
国連の報告によると、2018年現在、世界の人口の55％が都市部に居住しており、この割合は2050年までに68％に達すると予測されています。湿地生態系は、都市コミュニティに多様な生態系サービスを提供する極めて価値の高い自然資産として、ますます認識されるようになっています。しかし、急速な都市化と人間活動により、その提供するサービスは大きな圧力を受けています。
1970年以降、世界全体で35％の湿地が失われており、湿地は最も脅威にさらされている生態系であり、森林の3倍の速さで消失しています。※¹

都市湿地の主な価値と恩恵
都市による湿地保護のための5つの主要な行動分野
- 都市計画と政策に湿地保全を組み込む：開発計画や防災戦略に湿地の役割を反映し、予算を確保する。
- 水資源管理における湿地の役割を推進する：水質浄化や洪水防止などの機能を強調し、水道事業者との連携を進める。
- 市民参加と教育を促す：湿地のツアーや清掃活動、教育機関との協働、世界湿地の日のイベントなどを通じて認識を高める。
- 気候変動対策と生物多様性の拠点として活用する：炭素吸収源や気候緩衝地としての価値を強調し、生態系回廊を形成する。
- 持続可能な生計と経済機会を創出する：エコツーリズムや漁業・農業を通じて雇用や食料安全保障に貢献する。
ラムサール条約湿地都市認証制度とは？
湿地都市認証（Wetland City Accreditation：WCA）制度は、2015年にウルグアイで開催されたラムサール条約第12回締約国会議（COP12）で採択された条約の決議XII.10に基づく枠組みで、都市の湿地の保全と賢明な利用（ワイズユース）に関する取り組み強化を目的として導入されました。認証された都市は、ラムサール条約の目的や原則を実践し、広めていく模範的な存在となることが期待されています。都市は、こちらに掲載されている公式の応募要領にしたがって応募することで、認定の候補となることができます。（日本においては、環境省自然環境局野生生物課へ申請を行います。）
2023年5月、都市が認定を申請する際の支援を目的として、ラムサール条約湿地都市認定に関するガイドラインが公表されています。
湿地都市認証制度は、湿地（特に国際的に重要な湿地）を有する都市が、湿地の貴重な生態系とポジティブな関係を構築し、強化することを奨励しています。具体例として、市民に湿地の重要性を理解してもらう取り組みや、市民が都市計画や意思決定に参加できる仕組みづくりが挙げられます。
2025年1月20日から24日にスイス・グランで開催されたラムサール条約第64回常設委員会において、名古屋市を含む31の新たな湿地都市が「ラムサール条約湿地都市認証制度」に基づく「ラムサール条約湿地都市」として認定されました。
条約パートナーとしてのイクレイの役割
イクレイは、国連人間居住計画（UN-Habitat）らと共に、湿地都市認証制度を管理する独立諮問委員会（IAC）のメンバーとして活動しています。IACは、候補自治体からの湿地都市認証申請を審査し、その決定を条約の常設委員会に報告します。
イクレイは、IACの活動に加え、自らのネットワークやCitiesWithNatureプラットフォームを通じて、湿地都市認証ブランドの普及に取り組んでいます。
ラムサール条約締約国会議（ラムサールCOP）
ラムサール条約締約国会議は、ラムサール条約の締約国が集まり、条約の実施状況や次回締約国会議までの計画等について議論する場です。1980年の第一回締約国会議（COP1）から概ね3年ごとに開催され、本年2025年7月には、第15回締約国会議（COP15）が、ジンバブエ共和国のヴィクトリアフォールズで開催されました。
イクレイは、上述のとおり、2015年のCOP12における決議XII.10「ラムサール条約湿地都市認証」に基づき、独立諮問委員会のメンバーとして活動するほか、ラムサールCOPにオブザーバーとして参加しています。
