所沢市
首長からのメッセージ
小野塚 勝俊 所沢市長
所沢市では、2020年11月に、2050年までに二酸化炭素排出量を実質ゼロにする、ゼロカーボンシティを宣言しました。これまでも積極的に環境施策に取り組んで参りましたが、宣言後は脱炭素化を図る施策をさらに加速させ、2022年には所沢版気候市民会議「マチごとゼロカーボン市民会議」を開催しました。
2023年3月には、市・事業者・市民が主体的かつ連携して取り組み、現在と将来の市民が恵み豊かに暮らせる環境を確保することを目的とした「所沢市脱炭素社会を実現するための条例」を制定しました。
気候変動問題は世界規模の大きな課題の一つであり、それぞれの自治体の取組のほか、自治体間の連携も非常に重要であります。今後もイクレイ会員自治体の皆様と連携を図りながら、笑顔あふれる所沢を創って参りたいと考えております。
所沢市の概要
所沢市は、首都東京から30km 圏内にあり、武蔵野台地のほぼ中央、東京都多摩北部に接する埼玉県南西部に位置しています。狭山丘陵付近に源を発する柳瀬川、東川などが流れています。気候は概ね温暖で、冬は北西からの季節風が吹きます。
1911（明治44）年に我が国最初の飛行場が開設され、本市は「航空発祥の地 所沢」と呼ばれています。
現在、人口34万人を超える埼玉県南西部の中心的な都市でありながら、鎌倉時代末期の古戦場や江戸時代から続く「農」の伝統を伝える代表的な地域である三富新田（※）など、日本の原風景が多く残り、狭山丘陵などの豊かな緑を有する自然と調和した文化都市として発展しています。

環境面の取り組み
所沢市では、「“人と人”、“人と自然”との絆で、子どもたちの未来を紡ぐ エコタウン所沢」を将来像に掲げ、施策を推進しています。
再生可能エネルギーの利活用を促進するため、最終処分場の上部や調整池の水面に大規模な太陽光発電設備を設置しました。近年では、市内小中学校やその他公共施設へも太陽光発電設備の設置を進めています。
このように、地域で創出した電力の売電収入は「マチエコ基金」として積み立て、再生可能エネルギー設備を設置する市民や事業者への補助金に活用することで、地域の経済循環に寄与する仕組みを構築しています。また、環境にやさしい電力を市域に広めるべく、地域新電力「株式会社ところざわ未来電力」を設立し、市民や事業者と一緒に持続可能な地域社会の実現を目指しています。
さらに、2050年ゼロカーボンシティの実現に向けた取り組みが、その中心となっていく若い世代にも波及するよう、市内在住・在学の学生を対象に、脱炭素に資する行動について学び、体験するようなイベントなどを実施しております。併せまして、環境教育の一環として、市内の小中学生に出前講座を通じ、環境行動の啓発を行っています。
市内事業者に対しては、各業界と連携した脱炭素施策の促進や交流会の開催など、積極的な支援により脱炭素経営を促進しています。
引き続き、国内外の優良事例等を学びながら、市民や事業者など様々なステークホルダーと一丸となって脱炭素に向けた取組を推進してまいります。

The purpose of Associate Partnership is to facilitate dialogues between local governments and these partners, to provide knowledge transfer in line with ICLEI’s Mission and Charter, and an avenue for which partners can support ICLEI’s work and mandate.
