2026年10月19日から30日にかけて、生物多様性条約第17回締約国会議（CBD COP17）がアルメニア・エレバンで開催されます。会期中には、自治体の生物多様性保全に関する取組を共有・発信する「第9回生物多様性自治体サミット（9th Summit for Subnational Governments and Cities）」も開催される予定です。
本サミットは、イクレイ、生物多様性事務局、Regions4、CBD COP17開催国アルメニアおよびエレバン市の共催により、CBD COP17公式関連イベントとして2026年10月24日に開催されます。
イクレイは、過去20年にわたり、イクレイ都市生物多様性センター（CBC）を通じて、生物多様性事務局、生物多様性条約締約国会議（CBD COP）開催国・都市、そしてRegions4やUNEPなどの主要なパートナーと緊密に協力し、CBD COPにおいて自治体の声を高め、人々と生物多様性が繁栄する活力ある都市・地域づくりのために強力な行動を起こしてきました。
このような協力関係は、CBD COPにおける公式なパラレルイベントとして、生物多様性自治体サミットを開催するだけでなく、交渉の場における議席と発言権も獲得しました。その結果、生物多様性条約や生物多様性の世界目標に対する都市や地域の貢献を認める20以上の決定が採択され、その中には、サブナショナル政府や都市が関与するマルチレベル・ガバナンスメカニズムや行動計画を定める専用の決定も含まれています。
今回のCBD COP17では、「昆明・モントリオール生物多様性枠組（KMGBF）」の2030年目標に向けた進捗状況を評価する「グローバルレビュー」が予定されており、目標達成に向けた自治体の役割が改めて注目されています。
第9回生物多様性自治体サミットのロゴは、CBD COP17公式ロゴが込める理念を受け継ぎ、蝶のイメージや色のグラデーションを基調しながら、開催都市エレバンの都市環境を象徴する要素を取り入れています。デザインには、エレバンを代表するランドマークであり、文化、芸術・人々の交流の拠点でもある「カスケード・コンプレックス（Cascade Complex）」の要素が取り入れられています。
さらに、このロゴにはより深い意味が込められています。ロゴ内でカスケード・コンプレックスを表現した部分に配置された11個の円は、KMGBFのターゲット11と結び付けられており、自然が人々にもたらす恩恵を表しています。また、ロゴにはターゲット12を象徴する青色も取り入れられています。ターゲット12は、生物多様性に配慮した都市計画の重要性を強調し、建物や人工的な都市空間の中にも自然のための場所を確保することを求めています。
このように、ロゴには、自然と都市、人々と生物多様性のつながりを象徴するメッセージが込められています。そして、地域に根ざした自治体が、CBD COP17のテーマである「自然のための行動（Taking action for nature）」を推進し、人と生物多様性がともに繁栄する持続可能な都市・地域づくりを目指すという、第9回生物多様性自治体サミットの理念を表しています。
