アジア循環型都市宣言制度（ACCD）は、イクレイ日本が主導する循環型都市推進の国際イニシアティブです。アジア各国の自治体が連携し、循環経済・脱炭素・持続可能なまちづくりを加速させています。

循環型な発展は、現在の「生産、消費、廃棄」という線形経済モデルから転換し、インフラや製品、部品、資源などを可能な限り長く活用し、その価値を維持・循環させる社会を目指すことです。
このような循環型のアプローチは、資源消費や廃棄物の発生を抑えながら、持続可能なまちづくりを推進するとともに、新たな経済的価値の創出や地域経済の活性化、社会的包摂の促進、さらには自然環境の保全・再生にもつながります。
イクレイの循環型社会に向けたグローバルな取組
イクレイ・サーキュラー（ICLEI Circulars）は、都市・地域の循環型社会への移行を支援するためのグローバル・プラットフォームです。その活動は、イクレイの「循環型都市行動フレームワーク（Circular Cities Action Framework）」に基づく5つのR――Rethink（再考する）、Regenerate（再生する）、Reduce（削減する）、Reuse（再利用する）、Recover（回収・再資源化する）――を軸に展開されています。
イクレイは、循環型社会への移行段階に応じて、都市・地域に対し、技術支援や研修、知識共有を提供し、循環型都市・地域への転換を支援しています。また、グローバル・プラスチック条約の策定に向けた政府間交渉委員会（INC）などの国際的な政策形成の場において、都市や地方自治体の声を発信し、その役割の強化を推進しています。
循環型社会の実現に向け、イクレイネットワークは以下を実施します：
- 循環性の考え方を行政の基本的な責務に組み込み、既存の政策・戦略・計画および調達プロセスに循環型のアプローチを統合します。初期評価の実施、データギャップの把握、取組のスケールアップ、さらに実現可能な循環型施策（政策の立案・実施を含む）に向けた資金へのアクセス確保を通じて、取組を推進します。
- 循環型社会の実現に取り組む都市・自治体・地域の数を拡大するとともに、すでに循環型の取組を進めている自治体の関与をさらに深化させます。
- 市の各部局、事業者、地域コミュニティ組織その他のステークホルダーと連携し、質の高い資源・サービスへのアクセスを確保するとともに、地域における雇用創出、イノベーションの促進、包摂的な地域経済の発展を実現します。
- 起業家に対しては、ガイダンス（助言）、インキュベーション（事業化支援）、および政策担当者との活発なコミュニケーションを促進するプラットフォームの提供等を通じて、積極的に支援します。
- 社会全体にとって公正な移行を確保することにより、より公平な社会の実現に貢献します。特に、循環型社会への移行によって影響を受ける可能性のある産業分野に対しては、その影響に十分配慮した移行を推進します。
- 民間セクターのパートナーとの連携を通じて、政策領域におけるイノベーションと持続可能性、ならびに循環経済の原則の推進を図り、地方レベルでの適切な規制環境の整備・促進に貢献します。
- 循環型社会および循環経済に関する国際的な持続可能性の取組において、都市・地域政府の役割の重要性を発信し、国・地域・自治体が連携する多層的なガバナンスの推進を図るとともに、地方・地域レベルでの政策実施や資金確保の仕組みづくりを後押しします。

Associate Partnership is available to non-governmental organizations, universities, state and national government agencies and not-for-profit research institutions. The purpose of Associate Partnership is to facilitate dialogues between local governments and these partners, to provide knowledge transfer in line with ICLEI’s Mission and Charter, and an avenue for which partners can support ICLEI’s work and mandate.
