松山市
首長からのメッセージ
野志 克仁 松山市長
自分たちのまちに愛着と誇りを持ち、一人でも多くの人が笑顔で、幸せを実感できるまちづくりを、「現地・現場」を大切に、「市民目線」を大切に進めています。
2013年3月に、国から「環境モデル都市」に選定され、年間の平均日照時間が長い地域特性を活かした太陽光エネルギーの普及のほか、ごみの減量などに取り組んでいます。また、姉妹都市として、世界でも「環境首都」と名高いフライブルク市と環境会議などを通して交流を深めています。
加えて、2020年7月に、「SDGs未来都市」と「自治体SDGsモデル事業」に選定され、持続可能なまちづくりを推進しています。
今後も大学や企業などさまざまなステークホルダーとの連携をはじめ、国の内外のイクレイ会員の皆様とも連携しながら、持続可能な社会を実現していきます。
松山市の概要
愛媛県の中央部にある松山平野に位置し、東に西日本最高峰石鎚山を擁する四国山地を、西に波静かな瀬戸内海を望み、山、海、島が美しく、温暖で穏やかな気候です。
松山市は、日本最古といわれる道後温泉、現存12天守の一つである松山城などのほか、恵まれた自然景観や多くの史跡、文化財、句碑など伝統ある地方文化や豊かな観光資源を有する四国最大の都市です。
また、正岡子規をはじめ多くの俳人を輩出し、夏目漱石の「坊っちゃん」や司馬遼太郎の「坂の上の雲」など、小説の舞台の1つにもなっており、こうした恵まれた文化的土壌を背景に、「ことば」を生かしたまちづくりを展開しています。
環境面の取り組み
松山空港周辺の市有地を活用し、オフサイトPPAにより道後温泉本館や松山城などの市有施設へ再エネ電力を供給しています。
道後温泉本館や松山城などは歴史的価値が高く文化財保護や景観維持の観点から太陽光パネルの設置が難しいため、この仕組みで再エネ電力を供給することで持続可能な観光施設を目指すとともにエネルギーの地産地消も推進しています。
また、太陽光を中心とした再エネの導入を積極的に進め、太陽光発電設備の累積補助件数は中核市最多となっています（2024年度末現在）。
加えて、日頃から高い意識を持ってリサイクルやごみ分別に取り組んでもらえるように継続して市民の皆さまに普及・啓発を行ってきた結果、1人1日当たりのごみ排出量は、全国の県庁所在地では2位、中核市では3位の少なさを誇っています（2024年度末現在）。
Associate Partnership is available to non-governmental organizations, universities, state and national government agencies and not-for-profit research institutions. The purpose of Associate Partnership is to facilitate dialogues between local governments and these partners, to provide knowledge transfer in line with ICLEI’s Mission and Charter, and an avenue for which partners can support ICLEI’s work and mandate.
