第2回 ローカルアジェンダ21調査報告書 バックグラウンドペーパーNo.15（2002年）

この報告書は、ICLEI（国際環境自治体協議会）が国連開発計画のキャパシティ21と協力して実施した第2回国際調査の結果を基にしています。調査では、113カ国の633自治体と146自治体連合組織から回答が寄せられ、ローカルアジェンダ21の策定数が劇的に増加していることが明らかになりました。自治体が主導し、国や国際プログラムの支援も考慮されています。

今後は、各自治体のニーズに合わせた効果的なモニタリングと評価プロセスが重要とされており、実際の行動と結果に焦点を当てる必要があります。調査結果は、国の支援がローカルアジェンダ21の拡大に重要な役割を果たしていることを示しており、特に中程度および低所得国においてこのような支援と協力を増やす必要性があります。国の政策は、ローカルアジェンダ21の推進に向けた自治体の能力を高める上で不可欠です。持続可能な開発への道筋を探るための重要な資料で、国際的な視点から、ローカルアジェンダ21の役割や課題について理解を深めることができます。また、持続可能な未来を実現するための具体的な手法や国の政策についても解説されています。
