脱炭素社会の実現に向けたゼロカーボン・パスウェイは、地域全体および自治体の行政運営・公共インフラにおいて、統合的な気候変動対策を推進し、気候中立（カーボンニュートラル）の実現を目指すアプローチです。
地域の実情に応じた温室効果ガス（短寿命気候汚染物質を含む）の排出削減や持続可能なエネルギーへの転換を進め、実質排出量ゼロ（ネットゼロ）と気候変動に強い地域づくりを推進します。また、人を中心に据えた公平で公正な移行（ジャスト・トランジション）を重視するとともに、公民連携による資金調達や革新的な金融手法を活用し、必要な支援や投資の確保を進めます。
ゼロカーボン・パスウェイに向けたイクレイの取組
世界では、ICLEI GreenClimateCities™プログラムやClimate Neutrality Frameworkを通じて、気候変動の緩和・適応・レジリエンスを統合的に進める気候行動を支援しています。
また、ClearPathやHEAT plusなどの地域・国別のツールに加え、Global Protocol for Community-Scale Greenhouse Gas Emissions Inventories（GPC）などの国際的な指針を提供し、自治体による気候変動対策の推進と持続可能なエネルギーへの移行を支援しています。さらに、自治体向け気候情報開示プラットフォームCDP-ICLEI Trackを通じて、気候変動対策の進捗を継続的に把握・報告することができます。
これらの取組により、自治体は気候・エネルギー首長誓約（GCoM）、Race to Zero、WWF One Planet City Challengeなど、国際的なイニシアティブへのコミットメント達成を推進することができます。

Associate Partnership is available to non-governmental organizations, universities, state and national government agencies and not-for-profit research institutions. The purpose of Associate Partnership is to facilitate dialogues between local governments and these partners, to provide knowledge transfer in line with ICLEI’s Mission and Charter, and an avenue for which partners can support ICLEI’s work and mandate.
